Big Sandy Community and Technical College (BSCTC) is in compliance with program responsibilities under Title IV of the 1998
Higher Education Amendments. All audit and review standards are met in accordance with the program participation agreement
(PPA) [1] entered into with the U.S. Department of Education and further evidenced in the
Eligibility and Certification Report (ECAR) [2] documenting compliance. This approval from
the Secretary of the U.S. Department of Education is valid through September 30, 2009, allowing BSCTC to participate in
federal financial assistance programs.
The independent audit of the financial aid programs of KCTCS (including BSCTC) is performed by the audit firm of Crowe Chizek
and Company, LLC. In the FY06 A-133 Financial Aid Audit Report [3],
two minor exceptions related to financial aid were identified and corrective action was implemented. BSCTC's response to
the audit is included on pages 43 and 45 of the A-133 audit report [4].
In the FY05 A-133 Financial Aid Audit Report [5], three minor exceptions related to
financial aid were identified and corrective action was implemented. BSCTC's response to the audit is included on pages
56, 59, and 60 of the FY05 A133 audit report [6]. The A-133 Financial Aid Audit
Report contains auditor comments related to the financial audit pertaining to each individual college. In the FY04 A-133
Financial Aid Audit Report [7], no exceptions were noted for BSCTC.
The College's current default rate for fiscal year 2004 is 12.9% increasing slightly from FY02 - FY04 as follows:

BSCTC has no impending litigation issues with respect to financial aid activities, has not received adverse communication from the U.S. Department of Education, has no significant unpaid dollars due back to the U.S. Department of Education, and is not aware of any infractions to regulations which would jeopardize Title IV funding. The attached sources serve as evidence that BSCTC is in compliance with federal regulations regarding Title IV funding.
