Big Sandy Community and Technical College (BSCTC) ensures the quality of educational programs and courses offered through
consortia relationships or contractual agreements to guarantee ongoing compliance with the comprehensive requirements and
evaluates the consortia relationship and/or agreement against the purpose of the institution as stated by KCTCS Administrative
Policy 4.10

BSCTC ensures that courses follow common course competencies equivalent to those of students enrolled in the college's
degree programs. Faculties are required to meet, at a minimum, the credential guidelines as outlined in Comprehensive
Standard 3.7.1.
Educational programs and courses offered through consortia relationships or contractural agreements
include the following
- Allied Health and Social Services Programs-BSCTC Career Mobility Nursing, Respiratory Therapy, and Human
Services programs have clinical memorandums of agreement with local health care facilities and social service agencies

These agreements are reviewed annually and comply with KCTCS Administrative Policy
4.10 [1].

Enrollment of High School and Adult Education Students Policy, BSCTC has a comprehensive dual credit agreement with local area
high schools through the
"Collegiate Beginnings" program [5].
Additionally, BSCTC participates in a state-wide dual credit agreement between KCTCS colleges and area technology centers
(ATC) that allows students in the ATC to earn dual credit for courses in
BSCTC technical programs [6].
All dual credit courses provided by BSCTC to area high school students in the secondary setting follow the same quality
educational practices employed in traditional delivery modes on campus. Through funding awarded by the Expanding Horizons
grant, high school faculty and college faculty meet to ensure the use of collegiate level standards. High school faculties
hold, at a minimum, instructor credentials established by COC-SACS. Representatives from the college are assigned to each
secondary school and visit the classroom at least
once per semester [7].
Students in these courses are held to the same standards as students enrolled in the college's
on-campus degree programs.
KYVU-Big Sandy Community and Technical College (BSCTC) is a partner in the Kentucky Community and Technical College
System (KCTCS) Consortium to provide distance
learning classes [1]
through the Kentucky Virtual University (KYVU). KYVU is not a degree granting institution; it is only a
facilitator / advertising mechanism whereby State colleges and universities post distance learning courses on the KYVU
website.
KCTCS colleges offer distance learning courses through the KCTCS Online Consortia agreement. Copies of the KCTCS Memoranda
of Agreement (MOA) for the consortium were submitted to SACS for
2003, 2004, 2005, and 2006 [8].
KYVU broadens program / course access for postsecondary education at all public colleges and universities in the
Commonwealth and offers over 30 online programs and
numerous courses [9].
The Big Sandy Community College Report on Distance Learning System - wide Consortia responds to additional distance
learning questions [10].
KET-BSCTC offers courses and programs in partnership with Kentucky Educational Television (KET) and the Kentucky
Telecommunications Consortium [11].
The Consortium selects and administers all KET telecourses. Students enroll for KET courses through BSCTC following the
same type of criteria as required for other types of course work available through the College. The students access KET
materials either through television, videotape, or web streaming. Students are mailed the course syllabus which provides
information about required textbooks, assignments, days/times program will be available for access, face to face meetings
if required, and the grading criteria. The students and instructor communicate in person, via telephone, e-mail, USPS, or
through a
Course Management System [12].
Faculty hold, at minimum, instructor credentials established by COC-SAC. Faculty teaching KET courses are evaluated by
students in the same manner that students evaluate faculty in traditional classes.
