3.2.6 There is a clear and appropriate distinction, in writing and practice, between the policy-making functions of the governing board and the responsibility of the administration and faculty to administer and implement policy.

Narrative:

Big Sandy Community and Technical College (BSCTC), as one of the 16 colleges in the Kentucky Community and Technical College System (KCTCS), has an appropriate and effective governance structure that clearly delineates the differences in the roles and responsibilities of the KCTCS Board of Regents as the policy making body and the BSCTC administration and faculty. The BSCTC president, administration, and faculty are able to administer and implement policy through the well planned delegation of authority and responsibility from the Board of Regents and the KCTCS President. This delegation of authority and responsibility from the governing board to the College faculty and administration is well documented in KRS 164.350 [1], in KCTCS Board of Regents Policies 1.1 [2], 1.5 [3], and 1.4.2 [4], in KCTCS BOR Bylaws [5], in BSCTC Board of Director Bylaws [6], and in BSCTC Faculty Council and Staff Council Bylaws [7] [8].

KCTCS Board of Regents Policy changes are communicated by way of e-mail messages, electronic news messages, and through the KCTCS website. Written policy changes are also communicated verbally through faculty, staff, and employee meetings and depending on the nature of the policy change, they are communicated college-wide through e-mail messages [9].
