The mission statement [1] of Big Sandy Community and Technical College's (BSCTC) is comprehensive and addresses all functional aspects of the college. The mission serves as the framework for the planning process exemplified by BSCTC's Institutional Effectiveness (IE) flowchart [2]. The IE flowchart denotes the continuous cycle of planning, implementation and evaluation involved in college programs, activities and processes. The academic and support units of BSCTC work closely with the administrative unit to carry out the mission of BSCTC [1] and Kentucky Community and Technical College System (KCTCS) [3]. Each unit of BSCTC works to develop strategies and evaluation tools which accomplish the common strategic goals set forth by the mission statements of BSCTC and KCTCS. The strategic goals for KCTCS and BSCTC are outlined in the respective Strategic Plans for KCTCS [4] and BSCTC [5] as follows:

• Promote Excellence in Teaching and Learning
• Increase Student Access and Success
• Expand Diversity and Global Awareness
• Enhance the Economic Development of the Community and the Commonwealth

Core indicators to measure the goals and strategies to accomplish the goals are included in the Strategic Plan. Each unit of BSCTC annually reviews the accomplishments of the previous year's plan and establishes new goals for the ensuing year [6].

The BSCTC mission statement [1] was developed after the consolidation of Mayo Technical College and Prestonsburg Community College. The BSCTC mission statement is in alignment with the KCTCS mission [3] and the Kentucky Postsecondary Education Improvement Act of 1997 [7]. The BSCTC Board of Directors approved the revised mission statement in 2003 [8]. The BSCTC mission statement was submitted to the KCTCS Board of Regents and approved on August 15, 2003 [9]. A recent review was conducted by the BSCTC Planning Council, a group of employees representing every department and every campus of the College, on December 1, 2006 [10]. The mission statement was presented to, and endorsed by, BSCTC's Board of Directors on December 4, 2006 [11]. The review of BSCTC's revised mission statement is scheduled to be acted upon by the KCTCS Board of Regents on March 22, 2007 in accordance with KCTCS Board of Regents Policy 1.2 [12] and KCTCS Administrative Policy and Procedure 1.2.1 [13].
