Big Sandy Community and Technical College (BSCTC) has a chief executive officer, Dr. George Edwards, President/CEO, appointed in Fall 2000 as noted in the KCTCS Board of Regents minutes, December 1, 2000 [1], has as his primary responsibility[2] the management of Big Sandy Community and Technical College and the implementation of KCTCS Board of Regents' policies[3] [4] and By-laws [5] as well as, working cooperatively with the BSCTC Board of Directors [6]. The By-laws of the BSCTC Board of Directors [7] recognize the position of the chief executive officer of BSCTC and delegate authority for the administration of BSCTC to the President.

The specific duties of the President are outlined in KCTCS Administrative Policies and Procedures 1.5.6.1, College President/CEO [8]. Further, the relationship of the President relative to the College Board of Directors in regard to budget considerations is set forth in KRS 164.600[6].

The KCTCS Board of Regents (BOR) By-Laws [9] and the BSCTC Board of Directors (BOD) By-Laws [7] state that the presiding officer of the KCTCS BOR and the BSCTC BOD is the elected chair of each respective Board. BSCTC's organizational chart shows the reporting relationship between the BOR, the KCTCS President, the BSCTC BOD, and the BSCTC President [10].
